Margaret Noonan Driscoll Appointed a Trustee of the Cape Ann Savings Bank

This week the the Cape Ann Savings Bank announced it has appointed Manchester resident and former three-term Select Board member Margaret “Muffin” Noonan Driscoll as a Trustee of the bank.

The appointment was made by unanimous vote at the July 24 quarterly meeting of the bank’s Board of Trustees. 

Muffin is a strong believer in the 178-year-old bank’s mission of supporting and giving back to its communities and currently serves as a Corporator of Cape Ann Savings Bank, a position she has proudly held since 2019. 

Also, Muffin has served professionally in banking, having worked for the Warren Five Cents Savings Bank for more than ten years.  Many, many local families, however, know Muffin for the two decades working in the Manchester-Essex Regional School District after she left the banking industry.  Today, Muffin works at Bishop Fenwick High School in Peabody, where she works closely with the dean of students.

Marianne Smith President of Cape Ann Savings Bank states, “Margaret ‘Muffin’ Driscoll has many of the characteristics that we look for in a Trustee. She is deeply dedicated to the Manchester Community as exhibited by amongst other things, her years of service on the Manchester Affordable Trust and the Manchester Board of Selectman. She is a lifelong resident and worked in the community for many years, and as an added bonus, she has past banking experience. Muffin grew up with long standing roots in Manchester-by-the-Sea and holds true to the cornerstones set forth by her family of hard work, public service, and generosity.”   

That’s true.  Muffin has dedicated herself to improving the lives of others and giving back to the local community.   She sits on the board of directors at Action Inc., and is the Board Secretary, is a founding member of the Hooper Fund’s Board of Directors and has volunteered her time to serve several local non-profit organizations.  

In addition to community volunteering, Muffin has held various leadership positions on the Manchester-by-the-Sea municipal boards.  She is the former vice chair of the Manchester Select Board, having served from 2011 – 2020.  In 2016, as a member of the Select Board, Driscoll was appointed to the Manchester Affordable Housing Trust, a position that she continued long after she retired from the Select Board as a trusted member who offered continuity and a valued link between the town’s top board and the affordable housing committee.  She did this as the Affordable Housing Trust was developing an ambitious, but ultimately challenging, plan to secure development partners in the private or non-profit sectors to renovate and expand capacity at Manchester’s three subsidized properties: Newport Park, The Plains, and Loading Place Road.  She continues today as a volunteer on that committee.

A graduate of Manchester High School, Margaret received a certificate in paralegal studies through Salem State College.  She and her husband reside in Manchester-by-the-Sea and are the proud parents of their two adult children and adoring grandparents to their one-year-old granddaughter.
